This committee has full authority to regulate the use and appearance of the exterior of the property in Philippe Bay. This authority includes the power to prohibit exterior uses or activities not consistent with the Declaration of Covenants or not in the best interest of all owners. The committee’s prior approval is required for any and all changes of any nature to any lot or the exterior of any unit. An Architectural Control Application and Approved Products list are available on our website or you may call the property manager listed in “Philippe Bay Contacts.” Owners submitting applications are entitled to be heard at an Architectural Control Committee meeting. Meeting dates, times, and locations are posted at the cabana and on the website. All owners are welcome to attend.
Homeowner assessment fees are due on the first of the month. Mail to: Philippe Bay Association c/o the management company. Fees are due on the first of the month and must be received no later than the 15th of the month. A fee not submitted by the end of the month will be considered delinquent. You may choose to have your assessment fees taken out of your account automatically or you can obtain a coupon book from the management company and mail a check.
Every street in Philippe Bay has a Block Captain who is your first contact for questions and issues.
Meetings are posted on signs on the property with the date, time, location and type of meeting. The agenda for the meeting will be posted at the cabana. Residents are welcome and encouraged to attend board meetings. If you are an owner, the business of the board is your business, so consider attending these meetings.
Philippe Bay is a residential community. Operating a business anywhere on the property is prohibited.
The cabana may be reserved by residents for a personal event. Reservations may be made by completing the reservation form, and contacting the Director at Large. A $100 deposit is required. Residents are allowed to access the pool and walk through to the Park during your event.
Philippe Bay provides basic cable and internet service through Spectrum as part of the association fees. The five year bulk rate community wide contract was awarded in 2018 and covers all Philippe Bay units for both internet and two standard cable boxes. Contact Spectrum for service and repair. The phone number is 727-329-5020. If you desire additional service, those may be arranged directly with Spectrum for additional direct billing to your unit.
The common areas are for the enjoyment of all residents and their guests.
Pets are not allowed in the common areas, except to walk through the cabana area to Philippe Park. Always be respectful of homes around these areas.
- Please avoid excess noise and never encroach on someone's property without their permission.
There are specifications for fences in Philippe Bay. Fencing is governed by the Declaration of Covenants and a Fence Resolution. An Architectural Application must be submitted prior to erecting any fence, including replacement fencing, on your property. Fencing also requires a permit from the City of Safety Harbor.
A Lease Application and a $50 processing fee must be completed and submitted to the property manager if you decide to lease your property. Tenants will need a copy of the association documents and a copy of the rules and regulations. Please give your tenant the pool key and let them know the cost of replacing a lost key.
Mail delivery is Monday – Saturday, usually before 2:00 pm. You may obtain a mailbox key and the number of your mailbox from the Safety Harbor Post Office.
Philippe Bay is a deed restricted Homeowners Association. Each owner is responsible for all exterior maintenance on their own property, including mowing grass and trimming trees. Please read the Declaration of Covenants for details. One poorly maintained home affects the entire community. The association does not provide maintenance to individual lots and homes.

The City of Safety Harbor Code for excessive noise prohibits (in part) any loud raucous noise that will disturb others between 10 pm and 7 am. The Philippe Bay Declaration of Covenants prohibits any offensive, annoying activities or any activity causing a nuisance to other residents. Call the sheriff at 911 if you are disturbed or call the non-emergency number at 727-582-6200.
Parking can be difficult in Philippe Bay. Owners, tenants and guests should not block emergency vehicles, other vehicles, or the driveways of other residents. Do not block the sidewalk. Read the Declaration of Covenants for details.
No more than two animals are allowed per Lot.
Animals, livestock, or poultry cannot be raised, bred, or kept in Philippe Bay.
Pets or animals cannot be not kept, bred, raised or maintained for any commercial purpose anywhere on the Property.
Pets cannot be dangerous or a nuisance other residents. All pets are prohibited from the Common Area, except to walk through to the entrance to Philippe Park.
Please pick up after your pet. Pet waste is not fertilizer.
The pond is off limits in all cases. No activity is permitted in the pond. Alligators are intermittently present. Do not disturb, tease, feed or otherwise annoy an alligator. Let your block captain know immediately if you spot an alligator.
Our pool is heated! Enjoy! Pool rules are posted at the pool and must be followed by owners, tenants and guests for everyone’s health and safety. The gate must be closed and locked when entering or exiting the pool area. Residents live around the pool and cabana; please keep noise to a minimum. To replace a pool key contact the property manager. A replacement key is $100.
Your pool key gives you access to the pool, Philippe Park, the tennis court and the bathroom facilities. If you are an owner and did not receive a pool key, check with the property manager. If you are a tenant and did not receive a key, check with the owner of your unit.

The association and the Architectural Control Committee have the responsibility of adopting, amending or rescinding reasonable rules and regulations for the community. All residents and their invitees are expected to follow the association rules and regulations, which are in affect when posted at the cabana.
Sewer & water are supplied by the City of Safety Harbor. Electricity is supplied by Duke Entergy. Each home receives an invoice each month and will need to pay accordingly.
Signs of any kind are not allowed to be displayed to public view within the Property with the exception of house numbers and a lawn sign advertising a lot for sale or rent which must be no larger than 4 square feet in size. Board meeting signs are posted in the common area.
Trash is picked up three times a week. Garbage, recyclable material and yard waste cannot be kept or stored anywhere within the Philippe Bay, except inside sanitary containers concealed from view. Safety Harbor prohibits blocking the sidewalks with trash containers on collection days.
Our current trash schedule is:
Tuesday: Household trash in the propert container supplied by the City of Safety Harbor
Wednesday: Yard waste must be in a trash can you purchase, or bundled at the curb.
Friday: Recyclable materials in the proper container supplied by the city. Check the City’s recycling guide on the container.
Two sizes of recycle containers are available – the larger container has wheels. Both are green. Both are free. Contact the City of Safety Harbor.
Please do not block the sidewalks with trash containers on collection days.

Vehicles allowed on the property on a permanent basis apply to owners, tenants and visitors. Vehicles allowed on a permanent basis must be functional, passenger vehicles, vans, motorcycles and trucks of one-half ton capacity or less. Commercial vehicles are not allowed on the property, unless providing a service to a home. All boats, trailers, and vehicles with commercial lettering need to be stored in the garage of a home.
Restoration or maintenance of a vehicle may be done in the garage. Emergency repairs or servicing are allowed but must be completed in 48 hours.
